RapidILL and Borrowing Request Copyright Compliance
To help libraries keep track of copyright compliance, institutions that have RapidILL integrated with Alma and Primo can opt to add rules to Alma that will put borrowing requests that violate the CONTU rule of five into a "Pending Approval" status. This status prevents the borrowing request from being sent automatically to RapidILL. Institutions that choose not to set these rules up should internally/manually keep track of requests for copyright compliance.
Three rules are set up to make this work:
- CCL (Article Older Than Five Years) – This rule automatically approves all requests for articles published more than 5 years ago
- CCG (First Five Requests) – This rule automatically approves the first 5 requests per year for a journal published within the last 5 years
- CCG (Over Rule of 5) – This rule blocks requests that exceed the rule of 5 from being automatically sent
An Analytics report is available to view journals that have reached the rule of 5.

- Or, by clicking the Analytics icon in Alma and choosing "Shared With Me" and searching for RapidILL - Rule of Five.
- Since the report starts with a prompt you will need to click the "View Full Report" button to see the report.
- If you do not see the report under "Shared With Me" please submit a help desk ticket.
Institutions will need to create internal policies for how to deal with requests that have the "Pending Approval" status. The options are:
- Review the request and determine that it falls within your copyright standards - send the request.
- Seek and pay for copyright approval - send the request.
- Cancel the request - reach out to the patron to help them find a new source
